Do I Tip On Pre- Or Post-Tax Amounts?

In the US, tax is added to the bill and not the amount you see on the menu in the restaurant. You’ll see a price in a menu, and then when the bill comes there will be the amount on the menu and a tax amount that then make the total.

In reality, it does not matter whether you work out your tip from the pre-or post-tax amount, but according to US conventions, you tip on the pre-tax amount.

You've had a seated meal with a server; this is the classic 18-22% tipping situation.
